向井治紀、副政府CIO (基調講演)

The Keio International Project for the Internet & Society(KICIS) is organizing a conference to promote discussion on the future of privacy on the Internet in Japan. The keynote speech will be delivered by Deputy Chief Information Officer (CIO) Haruki Mukai and will feature participation from experts on privacy concerns from abroad as well as multistakeholder representatives from various social and economic sectors in Japan, including small business, the legal profession, healthcare, the media, education and women’s groups. Discussion will focus on their questions, concerns and expectations regarding the new framework on privacy currently being drafted within the Japanese government.

専門は情報報、憲法。経済協力開発機構(OECD)情報セキュリティ・プライバシー部会(WPISP)副議長。その他憲法学会理事、情報通信学会監事、法とコンピュータ学会理事、(社)日本マーケティング・リサーチ協会理事、総務省情報通信政策研究所特別上級研究員などを務める。総務省「スマートフォンを経由した利用者情報の取扱いに関するWG」主査、内閣府「消費者委員会個人情報保護専門調査会」委員をはじめとして、各府省庁、地方公共団体、公益法人、業界団体等の個人情報・情報セキュリティ関連の委員を歴任。主な著作は『情報管理と法 – 情報の利用と保護のバランス -』勉誠出版(2010)、『プライバシー・個人情報保護の新課題』商事法務(堀部政男編:共著)(2010)、『プライバシー影響評価PIAと個人情報保護』中央経済社(瀬戸洋一編:共著)(2010) 他多数。

Professor Fumio Shimpo is a Professor in the Faculty of Policy Management and the Graduate School of Media and Governance. His areas of expertise include constitutional law and cyber law. He holds a Ph.D. from Komazawa University in Law, and is vice-chair of the OECD Working Group on Information and Security. His research interests include cybercrime, intellectual property, internet governance, privacy and the protection of personal information and freedom of expression.

Naoya Bessho joined Yahoo! Japan in 1999, created the legal division in 2000, and is currently CCO and General Counsel and oversees legal, intellectual property, internet safety, governance, compliance, and risk management departments. Mr. Bessho currently represents Yahoo! Japan on several committees and working groups including the Consumer Commission Expert Committee for Personal Information Protection, the Cabinet Office Committee for Improvement of the Internet Environment for Youth, and Safe Internet of JAPAN.

He has also been at the forefront of Yahoo! Japan’s disaster relief efforts during and after the Great East Japan Disaster and continues to work with governments and businesses to fulfill the potential of the Internet to impact lives in a positive way.

John Galligan is the Regional Director for Government Relations for Microsoft in Asia Pacific. His role is to support markets across the region to promote Microsoft’s public policy agenda including; cloud computing, privacy, security, search and fostering a vibrant online ecosystem. He works with governments across Asia Pacific to promote the role for technology in advancing national competitiveness for economies across the region.

Mr. Galligan held the position of Director of Corporate and Regulatory Affairs at BAT Australasia for over 6 years and from 1993-1997 occupied a number of senior advisory positions in Australian federal politics. He holds degrees in Business Communication from the Queensland University of Technology (QUT) and in Political Science from The Australian National University (ANU).

早稲田大学大学院国際情報通信研究科客員准教授。早稲田大学政治経済学部卒業後2007年に中央大学博士(法学)を取得。コンピュータやネットワークの発展によって生じる法的問題の研究が専門(情報法、インターネット法)。 主な著作は、『情報法入門』(共著、NTT出版)、『発信電話番号表示サービスとプライバシー』(共著、NTT出版)、『サイバーセキュリティ の法と政策』(共著、NTT出版)他多数。

Dr. Taro Komukai is executive director and senior consultant at InfoCom Research in Tokyo, Japan. He received his Ph.D. in Law from Chuo University in 2007. He is also a visiting associate professor in the Graduate School of Information and Telecommunications Studies at Waseda University in Tokyo. His research interests include privacy, information security, secrecy of communications and other issues associated with digitalization and the Internet.

グーグル株式会社のアジア太平洋内のプライバシー関連の活動を指揮。フィリピン大学経済学部及び法学部を卒業後、ヨルク大学大学院法学部にて修士課程を修了。1995年よりフィリピンの複数の大手法律事務所にて勤務、2009年にBusiness Software Allianceアジア太平洋ソフトウェア政策ディレクターとなり、2011年より現職。

Claro Parlade is the Privacy Lead for Google’s Public Policy Team in the Asia Pacific based in Singapore. As Senior Privacy Counsel, Asia-Pacific, he represents Google on all initiatives, activities and other privacy-related matters in APAC. Prior to joining Google, he was Director for Software Policy for Asia-Pacific of the Business Software Alliance (BSA).

Before moving to Singapore, he practiced law in the Philippines for almost two decades, most recently as a Senior Partner at the Parlade Hildawa Parlade Eco & Panga Law Offices (PHPEPLAW). He obtained his AB Economics Degree and his Bachelor of Laws from the University of the Philippines. He completed a specialized Masters of Law in Dispute Resolution at Osgoode School of Law, York University, Canada.

Makoto Yokozawa東京大学工学部卒、同大学院工学博士。京都大学で市場・組織情報論連携ユニットを担当。プライバシー保護や情報の統制を含む情報通信政策や組織におけるICT活用、サービスイノベーションなどのテーマで、学生の指導および研究を行っている。「ユビキタスネットワーク」の研究に2000年から携わり、野村総研からの同名の出版の執筆リーダー。日本およびグローバルな情報通信政策の場に参画し、クラウドコンピューティング、規制政策、グリーン成長、イノベーション、サービス研究などの分野で幅広く研究活動を行っている。OECDに産業界の立場から諮問を行うBIAC(経済産業諮問委員会、在パリ)のコンピュータ通信政策委員会副委員長。経団連日米クラウドコンピューティングフォーラム作業部会副委員長。

Dr. Yokozawa is the head professor of the Market and Organisation Informatics Systems, which is a Joint Research Unit with Nomura Research Institute, Ltd., at the Graduate School of Informatics, Kyoto University. He has been participating in many study groups on regulatory and policy issues within the Japanese government and private sector associations focusing on broadband policy, frequency management, innovation R&D and policies for a Ubiquitous Network Society.

Shugo Ikemoto is the managing Director of Non-Profit Organization Support Center. A graduate of Keio University’s Graduate School of Media and Governance he started FACE, a design support studio, with the goal to “create a society where varying values can accept one another,” as an undergraduate.  He is currently working as the Managing Director of Non-Profit Organization Support Center, Representative of Board of Directors of FACE, Secretariat of Cabinet to Make a New Public. Mr. Ikemoto is a visiting researcher at Keio University SFC Research Center, and Executive Officer of Ututu Co., Ltd.

Yoichiro Itakura is a member of the Japan Federation of Bar Associations, Dai-ni Tokyo Bar Association, and Japan Lawyer’s Political Association. Graduated from Keio University, Mr. Itakura received his Masters in Informatics from Kyoto University, and doctorate at Keio University Law School. He specializes in Consumer Affairs, and Personal Information Protection.

Mr. Itakura works as an associate attorney at law for the Hikari Sogoh Law Offices. Member of the Information Processing Society, The Information Network Law Association, Japan Law and Economics Association, The Japan Association for Social Economic Systems Studies, and Law and Computers Association of Japan.

Tokyo Itoi Shigesato Office runs the prominent website “Hobo Nikkan Itoi Shimbun” (, and Ms. Shinoda has driven the company’s transformation from the personal creative outlet of Itoi Shigesato to a unique, growing business. Her efforts led the company to win the Michael Porter Prize for best business strategy in 2012.

Prior to Itoi Office, Makiko built her business management expertise at the Long-Term Credit Bank of Japan (currently Shinsei Bank), McKinsey & Company, Novartis, and Nestle. She has a B.A. in Economics (Keio University), a Masters in International Relations (SAIS, Johns Hopkins University), and an MBA (Wharton School, University of Pennsylvania).

She lives in Shinjuku with her husband and two children.

As Technology Policy Counsel, Chris Hopfensperger works with the BSA | The Software Alliance’s members to develop the BSA’s technology policy positions and articulate these positions to US and international policy makers.

He advises members in such critical areas such as innovation, copyright protection, privacy, e-commerce, and cloud computing. Prior to joining BSA, Hopfensperger served as a technology and trade policy associate with K&L Gates, where he advised companies and industry associations on pursuing legislation and representing their issues before Congress and the federal agencies and in the courts. Previously, Hopfensperger worked as a newspaper journalist. He edited and wrote for several metropolitan dailies, including The Washington Post, The Sacramento Bee, and the St. Petersburg Times.

Keisuke Otsubo is a master’s degree candidate at the Graduate School of Media and Governance, Keio University. He is a Principal Researcher for Keio University’s International Project for the Internet and Society (KICIS). His current research focuses on Japan’s latest Cyber-Security Strategy, the governance of Privacy Policy Guideline for Apps and Online Games, the development of laws for the Cloud Computing Generation and informational literacy education for children and parents.

1961年生まれ。1986年京都大学工学研究科電子工学専攻卒。1986年国際電信電話株式会社(現KDDI)入社。国際データ通信の運用、システム開発に従事。CCITT SG1,SG7にて座長等を務める。1994年よりインターネットの国際バックボーン構築を推進し、JPIX(株)設立にも従事。1999年KDD退社、 2000年よりイー・アクセス(株) 取締役に就任。CTOとして会社設立やイー・モバイル立ち上げに従事した後、ADSLの標準化、機器選定、あるいはNTTとの技術論争をリード。2013年にイー・アクセス(株)退社後、同年より現職。一般社団法人日本インターネットプロバイダー協会理事は2008年より務めている。

Mr. Obata began his career with KDD (former KDDI) in ’86, and later as an acceptance testing and global interconnection engineer, subsequently working for their R&D teams, where he designed and developed a second-generation global fax mail system. In 1994, he was assigned as the project manager to start global Internet transit business between the United States and Japan.

After involved in foundation of JPIX, the first commercial Internet Exchange company in Japan, he quit KDD in 1999 to start up eAccess as a director and CTO, an ADSL wholesale company. eAccess acquired a 3G license in 2005 and successfully introduced LTE in 2012 (under EMOBILE brand). In 2013, after the acquisition of eAccess by Softbank, he moved to Equinix Japan where he works as a solutions architect.
